Civilian scientist aboard Nerva Beacon, where a space plague had killed all but him and two of the crew. The Doctor became suspicious and exposed him as an agent of the Cybermen, who were approaching. Nerva was orbiting the planet Voga, home of the Vogans who were ancient enemies of the Cybermen. Kellman was using Cybermats to spread the plague. He was also helping a Vogan, Vorus, who was planning to destroy the Cybermen. Exposed as a traitor to all three races, Kellman was forced into helping Harry Sullivan save the Doctor but was killed by a rock fall on Voga.
