A human scientist from the late twentieth century who was obsessed with Earth's oceans. He located a hidden undersea society made up of survivors from Atlantis and promised to raise it to its former glory. However, beneath his genius to convert basic marine life into foodstuffs was a completely insane character who sought to destroy the world simply because he wanted to achieve something monumental in his life. He intended to drain all the oceans of Earth into the planet's molten core and split it asunder. Eventually his plans were thwarted when the Doctor, helped by various Atlanteans and Fish People, flooded Atlantis, destroying his laboratory and drowning Zaroff.
