The Director of Global Chemicals based at Llanfairfach in Wales. He was in charge of pumping the chemical waste into the disused mine which in turn bred the Giant Maggots as well as causing the lethal green slime that killed on contact. The Doctor realised he was conditioned by the powerful computer that really ran the refinery, BOSS. The Doctor used the Blue Crystal from Metebelis III to free Stevens who then set the self-destruct system within BOSS. Caught between his humanity and his loyalty to BOSS, Stevens remained in the refinery when it exploded.
