second trial of the doctor
With an Inquisitor and jury selected by the High Council, the Doctor was again put on trial for breaking the First Law of Time. However, it became apparent that the Valeyard, the prosecutor, was in league with certain elements of the High Council, who actually wanted the Doctor framed and executed to cover their own misconduct. With the aid of the Master, the Doctor was able to prove his trial was a sham. He exposed the Valeyard, who by now had pushed for the Doctor to be tried for genocide. The High Council were overthrown in a coup but the Valeyard escaped.
