One of Monarch's ministers, a sardonic and aggressive male Urbankan who was really just a life essence inside an android body, his mind and personality contained on a circuit board. To make himself more presentable to the Doctor's party, Persuasion fashioned a humanoid, android body for himself based on a drawing done by Tegan Jovanka. When Monarch demanded the Doctor's death, Persuasion attempted to send him drifting out into deep space. The Doctor located Persuasion's android circuits and pulled them out of the body before throwing them into the void.
