Malicious leader of the Gastropods, who took over the planet Jaconda, planning to explode its sun and so spread his eggs throughout the galaxy. He dominated the mind of the Time Lord Azmael and sent him to kidnap two human child geniuses who could mathematically find the best way to hurl a planet into the sun and thus destroy it. Azmael revolted against Mestor and, during a mental battle, he triggered a fatal thirteenth regeneration which destroyed Mestor's brain while the Doctor destroyed his body.
