The Governor of Skybase One, in orbit around the planet Solos. Earth's administration had elected to give Solos independence, but the Marshal was against it and continued bombarding the planet with atmosphere-altering rockets. This brought about vastly accelerated mutagenic change in the native Solonians, giving the Marshal the excuse he needed to hunt them down and kill them as monsters. Ultimately the Doctor learned that the mutation was a natural one, the Solonians final destiny being angel-like creatures. The rebel leader Ky was accelerated into this form and killed the Marshal for the harm he had done both to Solos and its people.
