Genetically altered humans, often shipwrecked sailors who had been lost in the seas around Atlantis. The Atlanteans converted them to mute fish-like people to collect food from the ocean depths. The Doctor enlisted their help in defeating Professor Zaroff by making them go on strike, damaging the relationship between Zaroff and King Thous. The Fish People would have died when Zaroff destroyed Atlantis, but were indirectly instrumental in turning the plan back on him who then drowned when the waters broke into the Atlantean city.
