The very founder of Time Lord society. He and Omega sought to raise the Gallifreyans above mere mortality and, through the mastery of time and the ability to regenerate, make them the most powerful beings in the cosmos. Omega detonated a black hole of which Rassilon captured the nucleus, holding it in a black monolith, perfectly aligned beneath the Panopticon in the Capitol. Rassilon then used his powers to create the Death Zone, an area on Gallifrey where ferocious creatures could be lifted out of their time streams via the Time Scoop and pitted against each other for amusement. He was also responsible for the creation of the Amplified Panotropic Computations Network, a massive storehouse of information and experiences into which dying Time Lords would project their brain patterns. A major part of this was the Matrix where the information was stored, but could also be used to create images and false mindscapes. Eventually Rassilon realised that he was responsible for creating a society capable of great evil as well as great good, and banned the use of the Time Scoop and the Death Zone. When Rassilon apparently died, he was entombed within the Dark Tower in the Death Zone.
