A planet within the Milky Way, possibly in the Rifta star system, used by the Terileptils as a prison planet. Criminals were exiled there to work in the tinclavic mines which could cause severe scarring of the Terileptils' skin. The tinclavic was mined exclusively for the inhabitants of Harkol, who used it to send their psychic probes out into space. A group of four Terileptils escaped Raaga with one of their androids (possibly a reprogrammed guard or shuttle pilot) and fled to Earth where they attempted to wipe out mankind with a plague. They were stopped by the Doctor.
