Leader of the Urbankans. The Urbankans made many journeys to Earth, capturing specimens from various points in history, with the ultimate intention of colonising the planet. Monarch wanted to travel faster than light and see the origins of the Universe, convinced he was God. Along with his ministers, Persuasion and Enlightenment, he sought to place the Doctor's essence inside an android body but later rejected the idea and decided to kill him. The Doctor used a lethal poison on Monarch once he realised that the Urbankan leader was still flesh and blood - unlike everyone else on his ship who had been placed inside android forms.
