A legendary weapon designed in Gallifrey's dark history and powered by the Eye of Harmony. The knowledge of how to build such a weapon was forbidden. It was known only to the President of the High Council who received the information from the Matrix. When he was President, the Doctor had the gun built to defeat the Sontaran Invasion of Gallifrey. After using it on the Sontaran officer, Stor, the Demat Gun was destroyed, along with the Doctor's knowledge of how to create it. Borusa suggested that this was the wisdom of Rassilon, ensuring that such a weapon could only be built and used once by each President.
