Commander of a rogue sect of Ice Warriors who wanted to opt out of the Galactic Federation and return to their warlike ways. He was in league with Galaxy Five, the Federation's enemies, and Eckersley, his human agent on Peladon. Azaxyr's Ice Warriors, led by Sskel, had been hiding on Peladon for some time, sabotaging much of the goodwill that existed on the planet between Queen Thalira and the Federation. Once exposed by the Doctor, he became murderous but was stabbed with a sword during a final battle in the Pel throne room and died.
