arcturus
Representative of Arcturus, a delegate of the committee sent to Peladon to gauge its suitability for membership of the Galactic Federation. A tiny organism floating in a heavily protected mobile life-support system, Arcturus had previously contacted Peladon's High Priest, warning him that joining the Federation would be likely to destroy much of the planet's heritage. Hepesh, the High Priest, was very worried about this and made an ally of Arcturus, finding ways to scare the other delegates away and prove to King Peladon that the Federation was evil. Arcturus' real plan was to have the Martian delegate, Izlyr, suspected for the attacks and dishonoured as the two planets were old enemies. He hoped that Mars would then be forced out of the Galactic Federation. Arcturus even enabled Hepesh to fake an attack on him, to shift blame onto the Ice Warriors. However, Arcturus got desperate when it was clear that the Doctor was close to discovering the truth and he took the opportunity to try and kill him. However, the Doctor was saved and Izlyr's aide, Ssorg, killed Arcturus with his sonic rifle.
